This thing was made with Tinkercad. Edit it online https://www.tinkercad.com/things/7O6zsWOFhBl The wheel is copied and modified from https://www.tinkercad.com/things/hUlrtaPcmSk-waterwheel-2-part2-ald#/ Use a 8 x 14 (inner x outer diam.) bearing inside the wheel and a mini water pump. This is a work in progress and subject to change. Please bear in mind, it has not yet been "tested". If you printed this, please let me know the results.
