Wire Shelve Sample Filament Dispenser

Needed a way to dispense filament samples from the [Maker Box.](https://www.makerbox.me/) This allows me to throw a sample roll on the bars and let it dispense and gives me time to untangle and prep if necessary. My wire shelves are 20mm apart, each rod is 3.3mm in diameter.
