New Dominion Officer

I'm building up to a free starter warband for the [New Dominion](https://www.illgottengames.net/shop/p/new-dominion), and realized we didn't have a free officer miniature out there, so here we go. This one prints support-free, and I actually ended up making a second support-free version which is [free via our Ill Gotten Games blog](https://www.illgottengames.net/igg-blog), so be sure and check that out too. (I think we'll be doing a free STL with each post on a monthly basis.)
